If you are preparing for Administrative Officer, Executive Officer, disciplined services degree pay-point roles or other degree / professional civil service grades, the BLNST is no longer only a paper test attached to the CRE cycle. The Civil Service Bureau now runs the Digitalised BLNST for degree / professional grades: online application, selectable time slots, computer-based examination at Revenue Tower in Wan Chai, and an electronic result certificate issued on the same day.
This guide turns the official arrangements into a practical checklist so you can avoid the common mistakes: booking too late, missing confirmation emails, failing to amend a slot in time, or discovering the three-month suspension period only after an unsuccessful attempt.
Who should take the Digitalised BLNST?
The Digitalised BLNST is mainly for degree or professional grade civil service posts. According to the Civil Service Bureau, the BLNST is an entry requirement for all civil service jobs. For degree / professional grades, the test is bilingual, lasts 30 minutes, contains 20 multiple-choice questions, and candidates who answer at least 10 out of 20 questions correctly are deemed to have a pass result. A pass result is of permanent validity.
You may still apply for a post before obtaining a relevant BLNST pass result, but the recruiting department or grade may arrange the test during recruitment, and you will not be considered for appointment if you fail to obtain a pass result by then. In practice, passing the BLNST before a major job application round is the safer route.

Schedule, venue and slot selection
The Civil Service Bureau states that the Digitalised BLNST is generally conducted from Monday to Friday, except public holidays, at the Recruitment Centre, General Grades Office, 37/F, Revenue Tower, 5 Gloucester Road, Wanchai. There are six examination timeslots per day. Each session lasts around 1 hour and 10 minutes, including registration and administration time. Quotas are limited and allocated on a first-come, first-served basis.
Subject to quota availability, applicants can choose a timeslot within the coming eight weeks from the day of application. The earliest selectable date is the next working day. If you need the certificate before a recruitment deadline, do not wait until the final few days.

Online application: four details candidates miss
Applications must be submitted through the Digitalised BLNST online application system. Applications in person, by mail, fax or email will not be processed. After completing the application, you will receive an application reference number immediately and a confirmation email. Keep that reference number until the result is available.
- Use the correct email address: confirmation, amendment, bad-weather rearrangement and post-exam checking may all rely on email. Check your inbox, spam and junk folders.
- Reserve only one timeslot: each applicant can reserve only one slot. Amend or cancel it by the official deadline if needed.
- Check eligibility yourself: the CSEU conducts post-exam random checks. Failure to provide proof of academic or professional qualifications may void the result.
- Remember the suspension period: after an absence or a failed attempt, you can take the Digitalised BLNST again only three months after that date.
14-day preparation plan
The test has become digital, but the tested content is still the Basic Law and the Hong Kong National Security Law. Do not treat same-day results as a reason to under-prepare. Many questions focus on exact wording, institutions, numbers, procedures and power allocation.
